On the evening of 26th May this year, president Museveni unveiled a list of ministers he’ll work with in this term of 2026-2031. He retained several big name politicians and fired some and named some new faces.
Those named to the cabinet were forwarded to the parliament’s appointments committee for vetting. Those who went through the process were confirmed and even took oath a week later and have been undergoing induction the whole of last week at the Kyankwanzi.
However, five of the ministers designate didn’t make it through the process successfully and were not sworn in pending a final resolution of the issues.
Four of these had dual citizenship issues while another is currently indisposed and was unable to attend vetting at parliament.
The four with citizenship issues include Ayebare Adonia who was appointed to the Ministry of Foreign Affairs, Calvin Echodu who was appointed also to the foreign affairs as state minister, Shartsi Kutesa Musherure also named state minister for Finance and Economic Development all the three hold American Citizenship and are currently in the process of denouncing such since the law bars them.
Victoria University’s Prof Lawrence Muganga has also not taken place at the Jinja Road-based Internal Affairs where he was appointed State Minister because he holds not only dual but multiple citizenship for Uganda, Rwanda and Canada.
Janet Kataha Museveni who is also the first lady has been Minister of Education since 2016 and was also not vetted because she’s currently bedridden. Legislators on the Appointments Committee declined her request to be vetted on zoom after the MPs insisted on her physical presence.
Some of these contend that ever since Janet Museveni was appointed to the education ministry, she has never appeared before parliament to attend to queries in her docket. At some point in 2019 when the MPs in the 11th parliament insisted, she requested the entire parliament to go meet her Kololo independence grounds which the legislators rejected.
The first lady many times runs the errands of her education ministry from State House where officials normally find her to release UNEB examination results and the donkey work of the Ministry is run by the State Minister for Higher Education Dr.Chrysostom Muyingo.
President Museveni while noting down his romantic birthday message to his wife on Tuesday this week revealed that Satan attacked his wife on 21st March leading to her hospitalization until but she’s steadily recovering.
Owing to his wife’s sickness and continued absence from work, Museveni has appointed DR. Chrysostom Muyingo as the acting Minister of Education and Sports to steer the ministry until Janet is fully back to her feet and able to execute her ministerial duties.
The President also appointed Haruna Kasolo as acting Minister of foreign affairs pending the final conclusion of Adonia Ayebare’s renunciation of his American citizenship.
