President Museveni on Tuesday this week released a list of ministers he’ll be working with for the term 2026-2031 in making key government decisions and policy.
The 81 long list of minister features new faces, those moved to new dockets and several of of the old guards don’t appear and were dropped save for the few who were consoled with appointments as Presidential Advisors.
However, as parliament meets today to approve the appointment of Kakumiro district MP Robinah Nabbanja as Prime Minister and Katakwi district MP Jesca Alupo Epel as Vice President, three names of those named Ministers are facing questions.
Two of those named Ministers of State to key dockets; Victoria University’s Vice Chancellor Dr. Lawrence Muganga (appointed Minister of State for Internal Affairs)and Hon. Calvin Echodu MP Soroti City East Division also NRM Vice Chairperson Eastern [appointed Minister of State for Foreign Affairs] are facing accusations of Dual citizenships.
Muganga is accused of holding Canadian Citizenship while Calvin Echodu also holds American Citizenship which out rightly against the laws that govern appointments to ministerial positions.
According to the Section 19D of the Citizenship and Immigration Control Act, a person holding Dual Citizenship is barred from holding a key position in government like being a minister to which the two can’t stand the test unless the laws are bent a bit to accommodate them.

The other appointment questioned is that of Justine Lumumba Kasule as Government Chief Whip. She has ever served as Government Chief Whip from May 2011 to December 2014 but her re-appointment is being questioned since she’s not a member of parliament yet the law says for one be appointed to that position, they must be MPs.
Rule 16 (1)(a) of the Rules of Procedure of Parliament, which provides that there shall be; “a Government Chief Whip appointed by Government from among the Members of Parliament representing the ruling party.”

Unless the laws are bent to accommodate the three appointees, things are not good.
